The link shown below is an on page anchor link. You would need a corresponding anchor ID on the page for this to work.
Setting on page anchor as an ID for a block. Often this is set on Column blocks since they are a high level structural element going down the page. However you can also set them on H tags or other content. The screenshot shown below is with the column block selected (the outmost wrapper of the columns) and then the anchor name added into the Advanced > HTML Anchor input.
